I think the objective of a penal code should be to protect society rather than to punish the guilty. The difference would probably not affect sentencing decisions in most criminal cases, but the changed mind-set might lead to some changes. If a rebellious fifteen-year-old is locked up for life, society might be protected by the threat to other potential young criminals. On the other hand, it might be served by releasing a matured responsible adult who started out wrong.

Bull! Penal codes are already too diluted .. we need tougher ones to tell those poor little 15 year olds that crime does NOT pay!

I agree, alamo! Pitch tents in the wilderness, make them stay out in the cold of winter, learn to support each other, no TV, no cigarettes, no showers, nothing but their own survival skills. Make fire with sticks, use leaves as tissues, back to nature. Best thing for a teenager on the wrong path.
